Expansion plug or bung
Expansion plug or bung (occasionally bolt, weirdly) is the normal term.

And it’s deffo not a star-fangled nut for a carbon steerer. They will potentially scratch and weaken the steerer tube. Which is a Bad Thing.

Usually called a steerer
Usually called a steerer expander bung, or something along those lines…
