for those that didn’t watch the video it’s concerned with the police stopping cyclists breaking the 20mph speed limit – not motorised vehicles that make up 99.9% of the total. 

As people have pointed out, the speed limit does not apply to non motorised vehicles…though if you are involved in an accident this could be held against you in court.

So, they’re trying to enforce the 20mph motorised vehicle speed limit? They should stop wasting tax-payers money and go do their job instead of just wasting time.
