IF the Taiwan distributor confirms the dealer is legit and IF the person selling it on the Bay really is this dealer and IF you like throwing the dice on correct shipping and no damages then you might get a good deal. Litmus test: a) is the price asked close to 'normal'? (if a deal seems too good to be true....) b) ask them if they'll lowball the price for customs/VAT purposes. If they answer 'yes, no problem' then run fast and far, clutching your wallet.
I work with customs (not in the UK though) and we've had cases of 'high end' carbon frames (not Cannondale, not at liberty to name the actual brands though) being imported from China/Taiwan/ Hong Kong. Astoundingly, visually they looked ok. Only the paperwork looked funny. Then we started weighing them and found variations. The brand representative confirmed they were fakes. Destination: a bike shop (not an authorized dealer though). They were duly sent onward...after we cut half a foot from the top tubes.
Bottom line: I'll stipulate that the job makes me paranoid but I'd never, ever risk it, no matter how good it looks.
Are you looking for a 2019 frame? Most likely new 2018 frames are history unless purchased used. With that in mind I would first contact the UK Cannondale distributor to see if they know of an dealer that may have your frame.

Considering the frame is made in China, and knock-offs can be found, I would check with the Taiwan distributor to verify the dealer.
