Does anyone know if the Scott Speedster 20 Tiagra 2018 will take full mdguards and a pannier rack?

Or whether it has seatstay mounts, though you could use P clips
From the photos, it looks like it had mudguard mounts in both frame and forks - you can see the holes - but I don't know if you could use the same mounts for the rack with mudguards fitted
