Not been there, but you could do worse than call the bike rental companies at https://www.bassin-arcachon-velo.com/Fr/Bicyclette/Louez-votre-bicyclette.html (0033 country code). They will speak enough English, but roadie = velo de route, gravel bike = velo de gravel, mountain bike = VTT, hybrid = VTC.
Picture albums on that site and on google images show a mix of tarmac, light gravel and compact hardcore with a few stones stocking up and boardwalks. 'Pistes cyclables' downloads a useful map too...
Arcachon and its lagoon or 'bassin' are popular with the French and there will be many familes and children there, so you might find your 15-20mph hard to achieve unless you set out early ...
