Bank junction safety changes

I'm just watching the news on BBC.  They're talking about the Bank junction changes. 

There were many vehicles that passed through the viewfinder of the camera during the piece, with the registration numbers of some of them clearly decipherable. 

Are these drivers going to be fined the £130 the BBC were talking about ?

You can see I'm not an experienced poster ! 

Mes autres posts have been made over a few years, and always following an existing thread.  

Enjoy this weather while  it lasts.  (Since doing my post, I've travelled from London to Nyons, in South-Eastern  France, for some good weather.   Am I becoming a habitual loser ?)

Do you see the top of the page? The 'news' button? Did you consider having a look there before posting a new thread? Just in case, I dunno, someone may have written a story about it already?
