I don't know anything about this pannier in particular but in general I'd say Decathalon stuff is worth what you pay for it - in my experience it's pretty good value.
When it comes to panniers, first check how it attaches to the rack. Is it easy to get on and off and does it look like it will last? If thats OK then the rest mostly depends on what you are after.
