The mark on the outside feels slightly raised but only near the top and the white mark on the inside is also raised. Opinions please, before I have a big ride tomorrow.

It’s a brand new frameset and
It’s a brand new frameset and build but the headset has come a bit loose after every ride or two so far, although it tightens up well. My LBS did the crown race and cut the fork and the headset just drops in. I don’t think the bung has moved at all, it’s quite a good design, but I will mark it with a felt tip to check. The steerer had a bit of grease on it when I degreased it earlier so could possibly have been causing the stem to move slightly..

The coming loose needs
The coming loose needs investigating. I would try some thread lock on the top bolt. Also mark the position to see if moves after a ride. If it continues then its either the bearings are on the way out(dependant on age use etc) or the captive nut in the tube is moving up under load, again marking the position with some paint and see if it moves. Latter problem might need new forks or applying extra composite glue

OK, thanks for that. I can’t see any actual cracks, it just feels slightly raised both on the outside and inside and all other carbon steerers I have seen are completely smooth. I noticed it because my headset is coming very slightly loose after nearly every ride and I am trying to diagnose it. I now wonder if the slight raise is causing the headset problem somehow..maybe get some sandpaper on it.

I doubt it, its probably just
I doubt it, its probably just some resin flashing left over from manufacture. It doesn’t look like what would happen from over tightening your stem. I would ride it tomorrow but then take it to a bike shop and let them have a look just to make sure.
Are there any cracks or delamination in the steerer tube coz if so, then don’t ride it.
(Obv ride at your own risk tho coz its impossible to tell 100% from a screen).
