Agree with Islabikes clothing. We bought shorts and jersey for the 4½ yr old which were too big. However they've been worn and washed and worn/ washed with no issues. Still his most comfortable shorts now he's 7½ and replaced with the next size up.
I think Polaris are pretty much the main game in town, judging from our local cross league.
Size small is aged 5-6.

I just bought my daughter some Altura kit (jersey, shorts, gloves, long sleeved jersey) from Evans. - they definitely have an age 6 yrs size in this range and we've been impressed with the quality. Great to hear that your five year old is enthusiastic about her cycling!! Hope you find something you like. Isla bikes have some kit too - although I can't recall what size that starts from.
I was going to say Decathlon, but I think its just limited to helmets and gloves.
