Designed by people who drive? Even then it doesn’t make sense unless it’s to actively discourage use… which is probably the real reason. But I totally agree, the arrangement is nuts. All it needs is a short delay since the previous ped crossed, after that it goes green when you push, traffic stops, you cross, traffic continues, trump didn’t happen, brexit didn’t happen, and global warming is not an issue…. and then I woke up.
