I’d love to know what mitigation reduced that to 4.5 years in this case, as it seems to include a full-house of contributory offences.

As a slight aside, reading the linked document I’m quite shocked that such a lenient set of guidelines exist regarding sentencing for death from driving. Also, note that the driving ban explicitly starts at the time of conviction (or earlier) and so in effect is only around 4 years (assuming release after 2.25 years).
