HR and outdoor temperature

    The last couple of hard-ish rides I’ve done in colder weather (low single figures/zero) I’ve noticed my average HR is higher than I would expect for the percieved exertion.

    Would the colder temp mean my heart is working harder to keep the body warm with blood flow?

    Yes, cold weather will tend to increase heart rate and blood pressure. That’s the problem with heart rate as a metric – it’s how hard your body is working rather than how much power you’re putting out.
