    Can it sync/export out to Garmin Connect?

    You can use https://tapiriik

    You can use https://tapiriik.com/ to sync to platforms not natively supported by your device of choice. My Wahoo syncs to Strava automatically at the end of each ride and I have tapiriik set up to automatically send activities from Strava to a couple of other places.
