I have been following the West Yorkshire Combined Authority’s (Leeds, Bradford, Calderdale etc councils working together on shared interests) plans for transport, and their vision for cycling would be a joke, if it wasn’t so seriously bad.
Their vision for 2026 (to be found here: http://www.westyorks-ca.gov.uk/ytys/) includes:
-a increase of cycling commuting to a whopping 1.6% of journeys. By this rate, Leeds will match London’s current level of cycling by around 2086, and Copenhagen’s current rate by around 2516.
-no commitment at all to any new high quality cycling infrastructure, but they do include some praise for the woefully inadequate Leeds-Bradford cycling ‘super’ highway. Instead, there is a commitment to publicity campaigns to promote cycling.
-but plenty of commitment to new bypasses and road developments to ease congestion.
Leeds was known as the “Motorway city” in the 1970s, and tragically, the mentality hasn’t changed.
