"We don't want to remove it fully, just in the morning commute."

#Wondering how they think the bridge length of concrete bollards will be moved and returned for two hours each morning#

Driver logic: "I hate sitting in this queue of cars! There is a perfectly good bike lane right there! Let me use it!"

Logical logic: "Get on a bike and use the bike lane."

Government logic: "Bike lane has to go. We should also widen the bridge for more cars."

"And even if you do give us what we want then the pollution will still get worse" (because more vehicles will use the bridge).

But the lane isn't closed to traffic. It's closed to motor vehicles.
