Secure toolbox 'boot' for cycles...

When I pop to the shops I hate having to carry around all of my puncture tools and lights etc in my pannier bag. Is there a secure alternative? Maybe some kind of box made of sheet metal that locks to the bike. (to avoid being simply cut open?).

You can get plastic boxes which lock, but the fact that it's locked gives scrotes the impression there must be something worth nicking inside so they just break them open. Nobody in their right mind leaves anything of value in pannier bags so nobody looks, I have left four Stellas in a pannier on the street in Manchester and they were still there when I returned three days later. Also nobody wants your scabby old puncture kit so just leave it there, as for lights get a hub dynamo so they are properly attached to your bike, so long as you aren't leaving your wallet in there then you needn't worry so much.
