This is a reflector that also has an LED light with on/off function so you can use only the reflector aspect or continuous or blinking (slow or fast) if you want the LED light. Don't know if you can get it through the UK branch of Amazon though.

Nope! Wasn't a flare, it was definitely a reflective not a flare or light. Part of the reason I thought it was so brilliant was that it required no power.

What you are describing sounds like one of those nasty Chinese product or something you would find at an airport
