Should I change the cassette?

I normally use my road bike to commute but in a bid to exercise more, I'm using it for training too. This means I'm encountering hills that I previously didn't come up against. 

I run a compact up front and an 11-28 at the rear. I haven't hit a hill I couldn't get up but a couple have left meet completely out of breath. 

My question is, should I change the cassette or persevere? I want to my fitness to progress quickly. Any advice?

I'm with dottigirl and python on this question and run a 28 myself. I have a short local hill that I attempt occasionally that practically has me wearing my lungs on the outside at the top but I can do it. Sure, it would be easier with a 32 but pride and training value (and not wanting to look like a mountain biker yes ) prevent me from fitting one.

Where do you live that compact plus 11-28 is not enough? That's been fine for me in most of Wales.

 

Bear in mind, you will need to change the chain and possibly the rear mech too.
