How is your council supporting cycling with LSTF funding

Many areas successfully bid for Local Sustainable Transport Funding, totalling about £50m, but this is nothing like Dutch levels of cycling spending. Very few actually got spent on cycling specifically, apart from Coventry and Manchester. There have been accusations that some of it was used to back fill for Local Authority cuts and prevent redundancies, and the money squandered on short term projects, rather than infrastructure. What is your experience? How has LSTF reduced carbon and supported your local economy?
