Bike refurbishment dilemma

I am currently playing with the idea of starting a cottage industry buying old, steel frames and doing them up. After a recent visit to Argos Racing Cycles in Bristol where they had many beautiful refurb jobs on display I was inspired to trawl the Internet for unwanted treasures with a view to bringing them back to their former glory. My dilemma is whether to focus on frame & fork only or venture into full-build territory. If I go with the latter do I try to keep things authentic - e.g. keep the down-tube shifters - or do I use modern technology?

Olmo Giro winter/training steel frameset, size 52.
Solid, dependable lugged steel frame made from Deda CroMo tubing.
Horizontal dropouts, twin bottle bosses, braze-on front mech mount, unicrown fork with threaded steerer (got a threadless adapter if you need it), clearance for muddies and up to 28c tyres. Comes with 1'' Shimano Ultegra sealed headset & Oval seatpost. There's an Isis BB fitted but I can be remove it if not needed. Italian thread BB shell. Top tube length is 52.5cm c/c. Seat angle 74°.
