Bike Parking Facilities

Hi,
The cycle parking facilities in my local town (a seaside town on the south coast) are basic barriers which you attach you bike to. Many problems with this including not enough to meet peak demand, having to remove lights etc and, because of demand there isn't the space to lock up bikes in the best way there were just shy of 2000 bikes stolen in the town last year.
I've suggested to the council that better facilities be provided but, fair enough, they are wondering whether cyclists would be willing to pay for better, more secure facilities and if so, how much and what would constitute "secure facilities".
Thoughts and comments from fellow cyclists would be most appreciated.
