I'm no expert on cycling shoes Teamrocket, but as a guess with no photo I would say they are to go on the inside sole over the hole where you screw in the cleats. This makes the soles of the shoes fully waterproof.
Or marketing ones for your tool cabinet

Marking where the cleats go? So that you can reproduce position when you put new cleats on perhaps?
