Why is the "Fantasy Cycling – Win an all-expenses-paid trip to see the final stage of the Giro d'Italia!" only open to resident in England, Scotland and Wales?

I also have to say thanks! I'm all the way over in Chicago, and I'm relatively new to following the cycling world. But it's been a great time competing against you more seasoned cycling fans!
