Bedfordshire - Sharing the road with nutters

After having read the following article:

http://www.bedfordshire-news.co.uk/fresh-appeal-in-stakeknife-investigation/story-30245664-detail/story.html

Please can someone please tell me how it is the Criminal Justice System can in any way be seen to be protecting road using members of the public, be they on foot, on two wheels or four.
A few highlights....

  • "....breath tested and found to be twice over the legal drink drive limit."
  • "....He tried to shake the police off in his attempt to get away, heading towards the town centre at 60 miles per hour on the road with a 30 miles per hour speed limit."
  • "...swerved through traffic lights and negotiated roundabouts at speed."
  • "...dropped two large kitchen knives onto the road"
  • "...pleaded guilty to aggravated vehicle taking, two offences of possessing a knife, racially or religiously aggravated intentional harrassment, obstructing an officer in the course of his or her duty, driving with excess alcohol, driving without a licence and driving with no insurance."

  • "He sentenced him to eight months imprisonment, which was suspended for two years. Wikariak was disqualified from driving for six months and his licence was endorsed"
