Victim blaming or poor communication?

Hi,

This story appeared in the local press. Usual click bait but I still can't make up my mind whether there is an element of victim blaming as opposed to poor choice of words. What do you think?

Usual stance from any non-cyclist when asked about improving cyclists safety.

Wear a helmet, wear hi-viz, use lights at night.

 

I don't think it is intentional victim blaming, its more that uninformed people repeat the same 'facts' without proving them to be true. Plenty of cyclists have been hit whilst wearing full high-viz,helmet, lights etc.
