The triangular frame structure behind the seat is identical so I'd have to agree
But far more importantly ... what is up with those pedals?!?!
yeah, the drive side one looks like it's got a block of wood stuck on it
If the seatpost's stuck / can't be lowered further then the only way to reach the pedals would be to make them bigger

maybe their right leg was shorter than their left...
Some trikes adapted for use by disabled cyclists have weighted pedals to make locating your feet easier, and providing a more stable platform. Could be a homemade adaptation.
Smurfs though. Far more likely.
