Panniers and Rear Wheel strength

Hi guys, I'm riding a 3 speed sturmey on a frame with braze-ons, the hub is laced with 24 spokes. I can't remember which rim, but a reasonably priced middle of the road option - all hand built.

I've recently stolen my flatmates rack and panniers for a commuting experiment and loved it, but its just dawned on me that my low-spoke sturmey might not be strong enough!

It's only for commuting rather than touring, so no major loads, no more than a backpack. Do you think the wheel will hold up, or am I about to trash it?

Commuting incident - report to police?

So,

I was commuting home through Bristol earlier today, and had just pulled off from some lights. I slowed down a bit to let a cyclist ahead of me pull around a parked car when some twat lent out of a car and hit me. My response was to shout something I won't report on the forum. Now, I'm not going to pretend it hurt, and nothing really came of it, though when I passed them at the next lights I got some grief.

Well, I suppose it had to happen eventually - 3 years commuting in London before an actual accident. Constitution Hill this morning (8 March 2011). 4WD towing an enormous JAGUAR trailer, no doubt containing one such car or maybe big cat, of course - decides to do a U-TURN - yes, a u-turn ON Constitution Hill. Having assumed it was pulling out to overtake another vehicle, I moved out, only for it to u-turn in the road.
